UACD Response Plan/Strategy to the Feb/2nd /2023 incident in Kajo Keji County South Sudan where 28 people were massacred by armed cattle headers from Jonglei state of South Sudan and more than 50,000 more were displaced from their homes. 

The immediate/short term support encompasses the following:

 

  1. Burial of the bodies of the victims (UACD has contributed funds to support the burial of the remains of the victims since this is really an immediate need)

  2. Wet/dry food for the thousands of people taking refugee at IDP convergence points. 

  3. Beddings (sleeping mats, blankets and mosquito nets for the families to prevent outbreak of malaria.

  4. Milk/food, cloths, beddings (houses were burnt), health care, etc for the infant orphans.

  5. Medical support (food, referrals if needed) for the wounded victims.

  6. Mental health and Psychosocial and trauma healing support services. 

  7. Sanitary pads and under wares for the ladies. 

 

The long-term support encompasses the following:

 

  1. Support with food aid for at least 3 – 12 months for the badly affected families whose houses were burned, stored food looted, farmlands with food crops intentionally destroyed by cattle of the armed herders.

  2. Support victims and survivors with household items (cooking pots, plates, water buckets, jerry cans, etc).

  3. Support with shelter materials and shelter construction for the widows and foster families of the orphans and those caring for older people and people with disabilities.

  4. Continued support with milk and health care support as needed of the orphans.

  5. Support to the foster parent/care taker families of the orphans.

  6. Education support to the orphans (children of those killed during the genocide).

  7. Continued mental health and Psychosocial and trauma healing support services to the affected population and the entire community of KKC.

  8. Medical support (health care support and referrals as needed) to vulnerable affected people children and adults).

  9. Livelihoods support to all victims especially the most vulnerable affected households.

 

The results Chain

Objective.

The objective of this humanitarian response plan/strategy is to provide immediate/short term assistance as well as medium to long term recovery and stabilization assistance to victims and survivors of the genocide intentionally carried out by the heavily armed cattle herders in Kajo Keji County of South Sudan.

Impact Statement.

Victims and Survivors of the Systematic Genocide conducted by the armed Cattle herders in Kajo Keji Ccounty are provided with immediate/short term and medium to long term humanitarian assistance, support the orphans with milk/food; material support; Mental health and Psychosocial and trauma healing services, as well as recovery and stabilization assistance. 

Output Statement.

  1. Those who lost their lives are accorded dignified burial.

  2. Wounded victims are provided with medical care and treatment in a good medical facility (ies) and are provided with all necessary assistance to ensure their full recovery.

  3. Registration and profiling of genocide victims/survivors conducted.

  4. Survivors of genocide are provided with food and households assistance.

  5. Survivors of genocide have access to mental health and psychosocial support and trauma healing services through multiple mechanisms /approaches for a wider population coverage.

  6. Genocide survivors have access to local building materials and live in a decent shelter.

  7. Survivors of genocide have access to livelihoods activities

  8. Surviving children (orphans) who lost both parents or one parent during the   genocide have access to education services and material support. 

 

Implementation Plan/Strategy 

The successfully deliver assistance in an efficient manner to meet the needs of the affected population, UACD will need to hire remunerated staff and volunteers to support its current fulltime volunteers i.e the Executive Director, Peace Coordinator, the finance Officer, and the part-time volunteers i.e. the Education Specialist, Gender/GBV and Child Protection Specialist (acting as counselor as well), and the Procurement/Supply Assistant. 

 

Coordination

 Implementation of this intervention will be coordinated with all relevant stakeholders including Community leaders (Chiefs), Women and Youth Representatives, office of the National Security Services, Office of the Commissioner, and the Church/religious leaders who firmly stood with the community at this critical moment. UACD will also work in coordination with other agencies proving support if any to avoid duplication of efforts/resources.

 

Accountability and Reporting

UACD has established financial and Supply and procurement management policies and system in place. UACD management will ensure that:

  1. All donor funds donated to support affected population and victims of this systematic genocide action are spent to meet their really founded needs and are properly accounted for and reported on a timely manner (as soon as activities are implemented) and reports shared by the donor (s) within a reasonable timeframe as agreed by the donor(s) in a transparent manner.

  2. UACD will also report on any unspent balances to the donor(s) so that decision can be made on reprogramming the unspent balances with approval from the donor(s). 

  3. All funds will be requested and dully approved and authorized by following the right procedures/protocols set forth in UACD financial management manual before any spending is executed. 

  4. All funds/donations will be remitted into the UACD dedicated bank account with the ECO Bank in Juba, South Sudan, unless deemed necessary not to remit funds in the organization’s account due to logistical challenges as is the case at the present. In this case, funds can be transferred through Uganda to implement project activities in Kajo Keji County with due consent from Board Members and with clear explanation to the doner(s). All financial transaction invoices and receipts will be well kept for accountability and audit purposes for a period of 7 years maximum. 

  5. UACD has zero tolerance for any cases of fraud and or theft practised by any staff member or executive and such cases will constitute a disciplinary and legal action by the board members of the organization against the staff member(s) involved in such practices.  

 

Monitoring and Evaluation.

  1. UACD will strive and ensure continuous monitoring and evaluation of the activities on weekly and monthly basis by working closely with all stakeholders including direct beneficiaries and   members of the communities.  

  2. UACD will develop monitoring and evaluation tools to track progress and impact of the project.

  3. UACD will ensure participatory monitoring and evaluation of all project activities. 

  4. Monitoring and evaluation reports shall be made public to all relevant stakeholders for reference and to inform decisions on as applicable on any component of the project activities.

 

Exit strategy and Sustainability of the project.

 UACID is a community organization and shall remain part and partial of the community in Kajo Keji County South Sudan. During the implementation period, all relevant stake holders and especially community leaders and representatives of different groups of the affected communities will be fully involved in all stages of the project implementation cycle and will be part of any decision making plans and process as applicable.  The community representations will include:

 

  • The Traditional Chiefs (TCs)/the Landlords

  • The Youth and Women Representatives,

  • People Living With Disabilities Representative,

  • Representatives of Older People in the communities, etc.

 

UACD will build and enhance the capacities of these community’s structures through coaching and trainings so they are fully equipped with the knowledge/skills and the necessary tools/equipment so they can fully assume responsibility of monitoring, reporting, and addressing any issues affecting them in their communities to the relevant administrative organs in the county. 

 

As part of the community, UACD shall continue to provide technical and advisory support to all community administrative structures as required on issues affecting the security of the genocide victims and other related issues affecting their well-being in the communities
